BTI-09E-6159 Fly tying thread spool stand. It has 3 layers with 8 dowels on each layer. The dowels   are tall enough to hold 2 spools, allowing to conveniently organize 48 spools in a small neat space.

This spool are made of select grain hardwood are glued together and include a contrasing walnut       spline that straddles the  layers making it very strong and adding a decorative appearance.
